Majority of teams are able to find at least 1 or 2 seasons in a 7-year stretch that they were at least competitive, and I am sure those teams didn't go threw a 4-year rebuilding process to get it.

 

Now you say that doing this rebuild will allow us to not be a 1 or 2-season competitor over a decade team but a yearly competitor, well I sure as hell hope so because the way things look now that is definitely not the case.
