For the life of me I can't understand why the coach is taking the heat for fielding a half-built team. The FO is well aware of what's going on. There is no disconnect there. They know what they have. Again, the fact that this team CONTINUES to play as hard as they do despite no hope of any reward but getting better and maybe a couple token wins is a testament to the coaching staff.
