I suppose they could give them that authority. There's no one better to do it then the garbage men. I just don't like broadening the scope of power to include garbage men. I'm not totally against the idea of what they're doing; I'm not totally for it, either.

The limit is 10%? How do we know they're not at 9% when they're cited? Meh... I guess I'm just a bit reluctant is all.
