I don't see much wrong with it. The fine is $1. They're just trying to get people to stop sending so much organic waste to the landfill.

Instead of considering it "police-like powers" and "a fine," why not just say the garbage collection will bill people (a dollar!) for misusing the garbage service? I know that headline wouldn't get as many page views.
