I also feel that a lot of people out there don't really understand the process nor the time frame for how prospects get evaluated.

 

As I understand it, a scout watches the player and works up their game film. After that, typically the position coach of interest will then evaluate the player after  the season's work is done. As of right now, most every team's "draft board" out there is not only incomplete, you can probably say that it hasn't even really started yet. In the months before the Combine, the players are reevaluated again and expectations are laid out as to what their Combine performances will be. Once the Combine results are in, then a slightly more clear picture is developed.

 

We as fans take snapshots and passing glances at players and judge them, but teams are much more methodical as to their approach. At least, in my opinion.
