In regards to the article its more in reference to a bad image on Goodell's behalf if a team moves and then is faced with litigation on end.

It's my understanding that changes were made to NFL by-laws since the days of Al Davis. I still think any Rams move would need approval of the owners. If Stan is able to move otherwise I'm not sure how Goodell gets blamed.

 

Same thing with the Chargers. Not sure how Goodell is supposed to stop the Chargers from taking legal action, but I guess we'll wait to see if it actually happens. From what I've read Goodell seems to be on pretty solid ground with the owners.
