The problem is it's a judgment call. They have to rewrite the rules to make it very specific: holding arm, grabbing jersey, shoving player, etc. Too often officials are free to determine if DPI occured when it is just good defense.

 

During the wild card Ravens/Steelers game, I saw DPI get called for tangled feet. That is where reviewing it would be helpful - so the referee can see the cornerback was not trying to knock down the receiver.
