Great Recuiting Concept - Pledge $$ to University to recruit "Player X"

I heard this yesterday on the radio but can't find info if this really exists.
Apparently, fans can pledge $$ to their college of choice to recruit certain players. Say I was interested in Pitt getting De'Andre Johnson (QB) out of First Coast - Jacksonville ..... I could pledge $500 to Pitt that is payable if they are able to sign Johnson. Has anyone heard of this concept or is this just one of those things people discuss on the radio during a boring sports day? We show less advertisements to registered users.
