He did pick B. He reported it to his superiors, they did nothing, and rather than pressing the issue to the authorities, he swept it under the rug and implicitly allowed it to continue happening.

 

I don't know how morality works in your head, and I'm about ten seconds from writing you off as a troll, but in my brain, if I know that someone is having his way with children, I'm going to the police regardless of what my boss thinks. Paterno failed to do so, end of story.
