Think of it in terms of saying "thank you" to someone.  It is customary and polite to say "you're welcome".

 

Exactly.  You aren't saluting the person, you are saluting the rank.  It's military customs and courtesies.  When he took that oath, he became the highest ranking person in our military.  When someone renders that salute, and you fail to return it, it is disrespectful, a slap in the face if you will.  Just the same as someone not rendering the salute to the higher ranking person.  I'm assuming most haven't served, so they have no idea how this works.
