The Bears seem to be one of those teams that rarely trades up. Though arguably they need a QB, I wouldn't see them trading up to get one.

The Rams could afford to move up, considering the trade they got for RG III.

The Jets always seem to like to make a splash.

There is a Cutler-to-Titans rumor. What the Bears could do is give the Titans Cutler and their first round pick, then select Mariota at #2.

The Rams used their last RG3 pick in 2014. They probably have to give up their second rounder to move up for one of the quarterbacks.

The Jets would not have to give us much because they also have a Top 10 pick. However, Mariota could drop to #6 if they don't trade up.
