People tend to hire people they know and have worked with. The Rooney Rule was enacted in order to make minority candidates more familiar to the powers that be. It's about impressing people, so that the next go around you are interviewing with people who are somewhat familiar with you. So, yes, I would think most minority interviewees see the process as beneficial.

 

It's not so much that you'll get hired for this job; it's about getting in the line to be considered for the next one.

 

From what I've read the Rooney Rule benefited Mike Tomlin greatly. The Steelers had no expectation of hiring him until he impressed in an interview as a result of the Rooney Rule. I'm sure there are probably other examples.
