As far as trading up to #2.  I can possibly see this happening assuming Tenessee is taking a quarterback, and the Raiders want to trade up to #2 to jump the Jaguars from selecting a certain player.  The highest pick I see giving up is a 4th, but there may be other picks involved or maybe future picks.

 

As for trading up to #1.  This would likely mean the quarterbacks aren't valued as top picks and Tampa Bay wants to acquire more picks and thinks they can land a quarterback later.  Once again, I'd say it's the same situation, 4th being the highest, maybe a 3rd if this player is seen as a game changer.
