You could be right...he may just know the rules and not care at all.
 

To me it's one of few things.

 

Either he's an addict and is struggling to admit it, he simply doesn't care or the dude is simply an idiot.  Likely a combination of the three I'd guess and he has a problem.  I hope for his sake he gets himself figured out.
