Teams don't want to have to spend the time and energy that it would take to prepare a rookie to be the back up that could be better spent on game planning and preparing your inexperienced starter who is expected to actually play that week.

A rookie behind an experienced guy who doesn't need the extra attention is ok. Having two guys who will need the extra attention to get prepared week to week would take away the ability for the coachind staff properly prepare either one.

There is a limited amount of time available to prepare the QBs. Having to split that time between two inexperienced players would be a disservice to both QBs. Neither player would be able to get the attention they need.
