Inserting government into mandating and regulating that people wash their hands and companies post signs is redundant, a waste of resources, and an example of government just being to be. Companies without good hygiene go out of business that's the end of the story, a regulation telling people to wash their hands won't change dirty people or dirty companies. Sure it'll change companies. Safety regulations have changed companies big time. It won't change EVERY company, but it'll change enough.
