The thing is, players don't truly blossom until high school, when they learn a more complex game and their bodies are developing into young men. Sure, some (perhaps many) superstars were stars since pee wee. But the opposite isn't necessarily true. Few little league stars actually become big league stars. So, if you're tracking kids that young, it's a complete waste of time and resources, IMO.
