We know for 100% sure that the Jags are NOT taking a QB at #3, and from everything I hear and read, it looks like the #3 pick will probably be Williams.
I would think that if Williams goes before the Jags draft at 3, there is a very good chance they trade down and get more picks. That's how I see it. Of course a lot can happen between now and the draft.
