It has been suggested that to attract the top tier Free Agents to a 3-13 team, the Jags will need to use what they have an ample supply of and that is Cap Space. The overpayment is on the order of 120% to 125% of what the Playoff Teams would offer these players.

The Jags have to convince these top tier players that they are part of something BIG and it starts by overpaying them BIG!
