I thought Roger Goodell was the one who changed all the rules. What is this I am reading about "competition committees" and "owners voting." I don't get it it's almost as if Roger Goodell doesn't actually change the rules.
 

You must be a new NFL fan. Rule changes have always been created by competition committee members and voted on by team owners. The commissioner has never been part of the rule-making process.
