I think you are exactly right. Plus, blackouts were becoming a thing of the past. Owners like Khan made a business decision that buying up non-purchased tickets was a wise business move. They want the games on tv.

 

And the owners aren't stupid. They could see which way the wind was blowing in Congress. Congress was not going to allow the blackout rule for much longer. Not when so much taxpayer funds go into paying for new stadia. Not if the NFL wants to retain their anti-trust exemption.

 

The bigger deal is the Jaguars-Bills streaming-only status. Ten years from now that will be looked at as the beginning of a big change in how games are delivered to fans.
