Again, they're talking about from a personnel standpoint.  It doesn't mean there aren't still holes to fill.  The line between teams in the NFL is so thin that a serious deficiency at a single position can mean the difference between a winning record and a losing record.  Two years ago, the Jags had serious deficiencies at nearly every position.  Most reasonable people understand that you can't fix all of those in two years, but it's clear that he's upgraded the roster in that time and going into the third year, it's going to start to show in the record too.
