And of course cabanas and jumbotrons to get the country bumpkins aroused. Caldwell doesn't coach the team, so the record is not entirely on him. The best one could hope for if he made ALL of the right decisions would still have been below 500. It's not unreasonable for a GM to take a longer-term view of rebuilding in those circumstances. Of course Caldwell chose Bradley, so there's some blame there too for whatever Bradley's role was in the poor record. You can't say "none of his decisions have panned out." Some of his signings have been great; Marks, Ball, and Clemons were key players on defense, and Will Blackmon was excellent in 2013, although he played poorly last season. The 2014 draft looks to be one of the best in a long time (in the NFL, not just for the Jags) with Linder and Telvin already among the best in the league, and most of the rest looking to be long time starter quality players. It ultimately will boil down to Bortles, but he showed flashes of greatness in the preseason. He only needs to make those mechanics instinctive to be able to play that way all the time.
