Team's aren't just competing against themselves.  They are competing against other teams for the same guys.  In this case, they are competing for a QB. 

QBs aren't exactly plentiful.

 

If you don't get one now, there is no telling how much longer you will be without one.

 

When teams overpay, they don't just to so in terms of draft choice compensation.  They can do it in terms of draft position, too.
