Fowler is a pure projection kind of pick, IMO (as a pass rusher).  He's very young, and shows he has the passion and the willingness to "compete" (to use a Gus-ism).  If some coaching staff sees him and says "wow, we can play him at LEO, at OTTO, or move him all over the defense" then maybe he is the pick.

 

But I don't see how people can compare him and Beasley and still think Fowler is the better pass rusher.  

 

To me, that is BY FAR the most important thing.   Being "versatile" only matters if you're equally good at multiple positions.  Just playing different positions doesn't make you more versatile IMO.  I haven't seen a lot from Fowler to indicate he is athletic enough to be a consistent 10 sack/year kind of guy, but I've been wrong many times before.
