We have both.  Costs need to be cut.  But there are many things a government can and should provide.  Sadly many of the things in most need don't get funding when they need it, while programs that we don't need have no problem getting funding increases.  We could do away with say... corporate inversion, and help the revenue problem at least a little.  Maybe if we could actually cut all the TRUE WASTE, then we'd have little revenue problem.  But that's not going to happen.
