It's hard to compete with those 2 things.
 

An additional factor is Dolphins HC Joe Philbin was Greg Jennings' Offensive Coordinator in Green Bay.    Unless the Jaguars were willing to way overpay for Jennings,  the club faced an uphill battle to sign Jennings with the Fish in the mix.
