I disagree. It is impractical to treat every arrest the moment they request it. They wouldn't have the manpower to aid every single person that asks for medical assistance at the moment they ask for it. They just don't have that ability. Too many have faked it, or would fake it, and the EMTs wouldn't even be capable of responding immediately.

 

Now I'm reading how the person seated in the same van heard Freddie Gray in the next partition "hurting himself".
