Man arrested after "saving" dog from hot car

People do this all the time, or they call the police to do it for them. It isn't illegal to lock a dog inside the car. If it's 80 degrees, then it doesn't hit 100 until about 15 minutes (in the sun). It wouldn't be dangerous until 20+ minutes. That vehicle was parked in the shade and it was only 5 minutes from the time the driver left to the time the person smashed the windows.
