I'm not going to outright say that tanking is common but I will say the entire division had a chance to screw the Colts out of the #1 pick that year that Luck came out and the Jaguars came out firing on all cylinders.
The Colts had three straight divisional games at the end of that year and the Texans and Titans lost theirs and had the Jaguars lost theirs, the Rams would've had the #1 pick and we'd be talking about whether RG3 will ever play another down with the Indianapolis Colts again. It sort of bothers me thinking about it.
