I think the move to 18 games is coming, and I think part of that move will be taking one home game (the eighteenth game) away from each team to be played internationally in London, Mexico, China, wherever there's an NFL-sized stadium that the league thinks it can fill. It's possible that certain teams will be informally "assigned" to various cities worldwide to develop a local following there, like the Jags in London, but I don't think an overseas team is likely to happen anytime soon. In fact, the only international team I could see happening would be one in Canada, and even that's a longshot given the presence of the CFL and the likely objection of the Bills to an NFL team being placed in the eastern part of the country.

 

It would be the most fair solution, with every team playing one home game and one away game abroad per year.
