Even on a developing team, a guy doesn't have to be a future starter to stick. There are only 22 starters and 3 specialists, which leaves room for 28 other players. If a guy is truly a special teams ace or a stud return man, it's not too hard to justify keeping him around with one of those 28 spots, especially if the decision to go without a fullback has opened up a potential fifth spot at running back.

 

I'm not going to continue arguing this with you, just saying that if Todman really was as spectacular a kick returner as you want him to be, the team would have made some effort to keep him, either with a tender or with a lower offer, instead of just letting him walk.
