Unless Jay Cutler plays at a high overall level the remainder of this season,   my guess is they won't be willing to pay him Joe Flacco type of money.

If that happens, the Bears plan probably will be to use the non-exclusive Franchise Tag on Cutler.   With the purpose of hoping he signs with another team,  hence getting 2 first round picks for him.   If Cutler signs the tender offer or the Bears conclude no other team will sign Cutler to an offer sheet,  they probably will try to trade Cutler.

While Josh McCown is in his mid 30's,  my guess is the Bears would be comfortable with him as the short term starter until the 1st or 2nd Round pick they would use to select a QB of the Future is ready to ascend to the starting position.
