Their draft positions don't matter at this point.  The "4th RB" position isn't going to see the field much at all on offense.  The value here as I mentioned is Special Teams.  Do you want a guy that's just going to sit on the bench and wait for an injury or do you want a guy that can contribute more?  Storm isn't going to contribute at all in that role and wasn't even that good of a backup when he was out there last year.
