Every play has a design, that doesn't mean you throw the ball at a defender after the receiver falls down, for instance. Bortles made a bad decision there, and it cost Thomas. Defend it if you like, but I was really disappointed to see that Bortles still can't play above the design of the play even when there is so little in front of him to have to read.
