To recap what actually happened, Thomas had a defender trailing him and a guy ahead of him ready to take a run at his knee when he caught the ball, no one was chasing Bortles at all. If there really was no one open down the field he should have thrown it away, the steelers had a guy waiting for that play ready to try to take Thomas out for the season and either Bortles didn't see him, or didn't care and just went ahead and threw the ball anyway. There was no need to take that risk on the best player on the team when he's two yards beyond the line of scrimmage and running hard at the sideline.

Here is a series of screen shots taken within 1 second of the very video that you linked.  Note the time on the game clock.

 

Thomas is open as Bortles sets up to throw.  Note the defender getting by Clay Harbor.  Also, barely pictured in the lower left is the defender that made the hit on Thomas.
