That kind of seems like he's endorsing the use of drones to destroy caves near the border.
 

However, take the whole thing in context and what is he really saying?  When he was asked about using drones, he said that their use is a possibility, and he gave an example of how they could be used.

 

Again, he's not calling for drone strikes, he's giving an example of how they could potentially be used.
