Roster wise I think the Bucs and Texans are about the same as the Colts. Actually the Texans might be slightly better than both but the Colts have Andrew Luck, and they still haven't identified a franchise QB. Bucs have a pretty decent defense.

But as to why either team isn't a shoe in? Texans always play us hard, and the Jags are not a well-coached team so they will make the Bucs game close.
