Someone did speak up about that. I read LA residents don't want to pay taxes on a stadium facility. The NFL interpreted that as meaning the area lacks public support when they voted for Houston over Los Angeles. I believe this because of the Metrodome situation: state lawmakers repeatedly refused to allow tax money to be used for a new stadium until a blizzard caused the roof to collapse. That is why the Vikings had to wait forever to get a new stadium built. The NFL wants a team in LA for one reason: it has the second-largest TV market. Teams want to stay where they are, not move to an area where people won't pay for their new stadiums.
