That's the great thing about miracles, they are unexpected when they happen, such as when a player is carted off. You're not expecting him to return if he is carted off, but you list him as questionable in case a miracle happens and he is able to come back ino the game. If you list him as "out" of the game, and a miracle happens and he is able to come back into the game, you will have to answer all kinds of questions about why you listed him as "out" and then proclaim him "eligible to return".

 

I'm not sure if once a player is listed as "out", if he is even able to come back in and play. Probably not, but I am not 100% sure of the rule.
