I'm not sure if once a player is listed as "out" if he is even able to come back in and play. Probably not, but I am not 100% sure of the rule.
 

When a player is ruled out, he is not eligible to return to the game. Of course even if he improves on the sideline, it would be a good idea to let him sit as a precaution, so I would never question a team's decision to rule him out.
