Are you seriously suggesting the Jaguars didn't spend enough money in FA this year? Did anybody spend more? Teams don't spend their cap space on going crazy in FA, they do it on re-signing their own talented players. Unfortunately this team didn't have players worth re-signing. Once Caldwell's draft classes start reaching the end of their rookie contracts you'll see the money being spent.
