I've always thought or it as everyone has the virus but it's dormant until the bite of a Walker whom the virus has gone live in acts as a venom causing death then the virus becomes active and no longer dormant.


That's why chopping off limbs fast enough can prevent death the bite doesn't turn you it kills you then you turn.
