The humans have it dormant. The virus can only be active when the host is dead and it is non deadly to humans because all the walker blood splashing hasnt resulted in anything negative except for broken psyches.

 

I do like to find the "rules" and boundaries of shows and movies. TWD is one of the harder shows to figure out the rules behind the virus since it is mainly about the human characters. I do wish they would occasionally drop small hints. I guess I hope Fear TWD gives us a better insight into the virus and its origin.

 

One of the things that's always bothered me was the turn rate into a walker. That was addressed on Fear The Walking Dead. Shane turned in the blink of an eye and yet Bob took what seemed like an eternity! I was happy to hear them address this in passing on the other show. I've ALWAYS wanted them to give a hint as to why a bite actually turns anyone. Maybe, like you said, FTWD will make mention of this as well.
