By definition a terrorist is one who terrorizes or frightens others. Terrorism is the use of violence and threats to intimidate or coerce, especially for political purposes. 

 

Both the KKK and ISIS are terrorist groups. Just because they are a threat only to specific people or groups of people doesn't mean they're not terrorists, they only are against those groups they take issue with.

 

I guess my original thought was the KKK is not a threat to the general population like ISIS or al-Qaeda. But in reality they are because America is a very diverse country.

I would never argue that the KKK is on the same level of ISIS. The modern-day Klan burns crosses and stages rallies, whereas ISIS operatives blow themselves up in town square. The underlying message is the same, though: "I hate you, I am superior to you, and I will use whatever means I deem necessary to make you do what I want you to."
