No, he'd still be below average in my opinion. We're also trying to interpret another person's argument here. So let's put that into context with the other points of the article. Bortles is still making poor decisions that lead to TDs (for other team) , he's well below the acceptable accuracy threshold for a starting QB. He's completing 55% of his passes, that's got to be last in the league or close. So, no a mild improvement from where he is wouldn't put him in the above average range. How did you interpret the section I quoted?
