Because it was a clock error, of course. Call the false start and the game is over. We are not just talking about 15 yard gain vs. 5 yard loss here.

 

Elvis Dumervil probably blamed himself for the loss. He is smarter than that. Making it even worse was the fact he turned Blake Bortles around so there was no way officials could miss the penalty.

Fans have a harder time seeing this stuff than officials near the play, so zooming in helps them. And we are talking about less than a second, so obviously people watching it at full speed could struggle to see 76 was not set before the ball was snapped. How officials missed it, I have no idea, because they are in this situation all the time.
