Intent is the issue. That's why things like the clothesline, the headslap, low tackles on passers, peel back blocks and the chop block were all outlawed. Accidental things happen in the field of play and get appropriate penalty there, but the league is reviewing everything and if they determine intent beyond accidental then the guy should get what he gave.

 

At the same time, it really looks like the league is finally giving these things the close scrutiny they deserve and, to protect their wallets, are forcing some changes.
