Our stadium doesn't present a 12th man atmosphere

The Browns game I went to last year (we were 0-7 pregame), I thought the atmosphere was great, considering the jaguars' record. Of course, that was an exciting game and win, and we dominated.
I was semi-surprised by the sight of the empty seats against both Tennessee and San Diego, but the team is soooo boring/frustrating to watch. I can understand why the fans decide to sit at home and watch on TV. Just win, and the stands will fill back up.
