But your example doesn't match the facts in the Jags case. A better example would be a Civil War CO without horses continually insisting on the use of cavalry as his main weapon against opposing cannon fire. True it would be better if he had horses, but the CO has to make do with what he has.
and sometimes what he has at his disposal is not enough...the phrase " doing the best you can with what you have" comes to mind...sometimes what you have just isn't enough to do what you want or need to do...
